The Government of the Republic of Uzbekistan is undertaking the Bukhara Road Network Improvement Project (BRNIP), Phase I, financed by a loan from the Asian Infrastructure Investment Bank (AIIB). The Project’s Implementing Agency (IA) is the “Avtoyulinvest” Agency.
The Project includes reconstructing a 78 km long section of the A380 highway located in the Bukhara region southwest of Uzbekistan. A380 is the vital arterial highway that passes through the territory of the Bukhara region with a total length of 1,204 km, connects four regions of the country and is the main route between the north-west and south-east of Uzbekistan. It is a link in the international corridor between Afghanistan, Tajikistan, Turkmenistan, Kazakhstan and the Russian Federation. It is part of Central Asia Regional Economic Cooperation (CAREC) Program 2 and 6, Asian Highway 63, Transport Corridor Europe-Caucasus-Asia (TRACECA) and European highways E40 and E60. The project scope includes:
• Road rehabilitation, following mainly the existing alignment in both urban and rural areas.
• Introduction of cement concrete pavement.
• Construction of 30 culverts, six bridges, and five interchanges (bridges and ramps).
• Enhancing road safety.
The road rehabilitation will also involve using climate resilient measures and standards, spelled out in the work’s specifications.
SHELADIA was selected as an Independent Construction Supervision Engineer of the Project on January 20, 2023. SHELADIA will review and approve detailed road, bridge, and interchange designs and will also support the Employer in the procurement to review bids for the civil works, operation, and maintenance; support in preparing Bid Evaluation Reports for the recommendation for contract award; draft the civil works contract after negotiations between the Employer and the selected contractor. SHELADIA will be responsible for carrying out on-site full-time construction supervision, works contract administration per FIDIC Conditions of the Contract, quality control, work progress, ESMP compliance oversight and dispute resolution oversight per FIDIC.
The duration of the assignment is five years, out of which three years are for supervision of construction and two years for supervision of operation and maintenance works.
